In response to a dramatic rise in tickets issued on New York highways for using cell phones and texting while driving, Governor Cuomo is advocating a plan to build pull-over texting zones on state highways. Drivers could use the texting zones to safely answer and send text messages while on the highway. Many cities are now considering the same idea. Some believe that it isn’t right to devote even more valuable public space to drivers who can’t seem to obey the law while bike lanes and walking space remains critically short.
